The Office of Performance Management and Internal Controls (OPMIC) was created following the Governor’s implementation of a performance management program for all state agencies.   OPMIC reviews tracks and monitors the objectives established in the Virginia Performs (www.vaperforms.virginia.gov) performance management system, and ensures compliance with standards developed by central government oversight agencies. Additionally, the office is responsible for conducting internal audits, operational reviews, program evaluations and strengthening the Department’s system of internal controls. OPMIC also manages the Department’s accreditation and grants management programs. 

Citizens of the Commonwealth can now track State Police’s progress on attaining performance measure targets through the Virginia Performs website (www.vaperforms.virginia.gov). The Virginia Performs website also includes the Governor’s Management Scorecard which measures whether an agency is meeting expectations concerning human resource management, government procurement, financial management, information technology enterprise architecture initiatives, performance management, and environmental and historic resource stewardship.

Accreditation - CALEA

CALEA logoThe purpose of the accreditation process is to improve the delivery of law enforcement services by demonstrating that an agency’s operations are in compliance with generally accepted standards.

Virginia State Police achieved its initial accreditation in 1986, and was the second state law-enforcement agency in the nation to receive such a prestigious recognition.
Since then, the Virginia State Police has continually maintained its accredited status through the Commission on Accreditation for Law Enforcement Agencies (CALEA), Inc.

CALEA was created in 1979 to develop a set of law enforcement standards and to establish and administer an accreditation process through which law enforcement agencies could demonstrate voluntarily that they meet professionally-recognized criteria for excellence in management and service delivery. 

The reaccreditation process takes place every three years, and incorporates a through review of written materials, interviews and site visits are conducted by the CALEA on-site assessment team.  Additionally, all Department policy and procedures, management, administration, operations, and personnel structure and process are examined for compliance with CALEA standards. 

Reaccreditation is an ongoing project for an accredited law enforcement agency and requires constant monitoring and periodic updating of policies and procedures to ensure compliance with internationally accepted law enforcement accreditation standards.

Internal Audit

Internal Audit performs audits and reviews of Virginia State Police operations for the purpose of monitoring the agency’s performance in maximizing the efficiency and effectiveness of Department operations and strengthening internal controls. Internal auditors follow professional auditing standards and carry out the scope of their work in an independent and objective manner. Results of all internal audits are reported to management and the Superintendent, along with relevant recommendations for improvement. Some of the common types of internal audits  include:
